Responsible Individual List

The Responsible Individual List (RIL) in North Carolina is maintained by the Department of Health and Human Services (DHHS), under the Child Protective Services (CPS). Individuals are placed on this list if CPS determines they've abused or severely neglected a child. It's not a public registry, but certain agencies like DHHS, law enforcement, and adoption agencies can access it. Being on the list can prevent employment in fields like child care, foster care, or adoption.
